Request for Information (RFI) for the National Cyber Range (NCR) Follow-On Effort

The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) in coordination with the Test Resource Management Center (TRMC) is seeking preliminary information in the form of white papers, from capable and reliable sources who may be interested in submitting a proposal for cybersecurity range event planning, operations and support. The purpose of this notice is to gain knowledge of potential qualified businesses, capable of performing NCR Event Planning, Operations and Support. PLEASE SEE ATTACHED RFI FOR MORE INFORMATION! PEO-STRI and the TRMC believe that industry feedback if vitally important, and will be receptive to any and all ideas received from industry. The government does not intend to pay for the requested information nor respond to submissions. Proprietary information is not being solicited; however, if it is submitted, it should be appropriately marked. Interested parties are requested to provide white paper responses outlining possible procedures, processes, technical capabilities, experience and critical cost/schedule drivers and limiting factors related to the above mentioned categories/sub-categories. The cover page of the response shall include the company name, Commercial and Government Entity (CAGE) Code, address, point of contact including phone number and email address, as well as the small business status of the responding company in accordance with NAICS 541519 that has a $27.5M size standard. If you have a different NAICS that you would like to be considered for under this procurement, please provide that with the rest of the information on the cover page. Only one white paper per category shall be submitted but each paper may address multiple sub-categories within the category. White papers shall be limited to no more than 20 pages (Arial, 12 pt.) and highlight the categories/sub-categories addressed. The response shall be due no later than 12:00 PM Eastern Standard Time (EST) on 31 March 2017. The responses shall be emailed to the Procurement Contracting Officer, Ms. Jean M. Borowski at jean.m.borowski.civ@mail.mil, with a courtesy copy to the Contract Specialist, Ms. Ashley Carter at Ashley.n.carter.55.civ@mail.mil. Note: PEO STRI and TRMC are planning to co-host an Industry Day for the NCR in April 2017 in Orlando, FL. A separate notice will be posted providing specific information related to the NCR Industry Day. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned.
