Request for Information (RFI) - Next Generation Audio Kit

The United States Air Force Life Cycle Management Center (AFLCMC), specifically the Intelligence, Surveillance and Reconnaissance & Special Operations Forces Directorate along with the Special Warfare Program Office and Contracting Office, has issued a Sources Sought Synopsis/Request for Information (RFI) for market research purposes to gather information on potential suppliers of a Next Generation Audio Kit. This body-worn communication system is intended to enhance communication and situational awareness for personnel recovery operations involving personnel across multiple platforms, including fixed-wing, rotary-wing, and ground forces. The current audio solutions exhibit limitations such as inadequate interoperability, diminished situational awareness, and poor reliability, particularly due to inadequate audio components like headsets and push-to-talk devices. The ideal solution will be a compact, rugged, configurable system integrating existing dismounted radios (like the PRC-163, PRC-167, and PRC-117G) while supporting both land and maritime environments, with provisions for one or two headsets meeting different environmental requirements. Key technical expectations include hearing protection with a noise reduction rating of at least 20 dB, multi-channel radio capability (minimum two channels with an objective of four), compliance with MIL-STD-810G for durability under temperature, humidity, dust, and shock conditions, and ingress protection rated at IP67. The system must withstand saltwater immersion for specified durations and depths depending on land or maritime use and should enable wireless short-range communication with push-to-talk or voice-activated transmission functionality over 10 to 15 meters. Although no formal contract type or pricing accompanies this RFI since it serves only as a market research instrument, respondents must be registered in SAM with CAGE codes and provide detailed representations concerning their business size, capabilities, subcontracting intentions (including adherence to FAR 52.219-14 and 52.219-33 as applicable), and any relevant socioeconomic status certifications. Response submissions are limited to 15 pages and may include various supporting materials such as images, videos, and test results. The place of performance is Wright Patterson AFB, Ohio, with a delivery requirement of 12 to 18 months after order receipt. Proprietary information in submissions must be clearly identified, and all communications should be directed to the designated contracting and program management points of contact. This RFI imposes no contractual obligation but informs future acquisition strategy for this critical communications capability.
