Description: The Army is seeking information regarding commercially available off-the-shelf (COTS) ruggedized surgical scrub sinks. The Army is researching information for a lightweight, portable, self-contained scrub sink that provides hot and col d running water under different types of power and water supply conditions. The sink will be used in austere field environments, so it is essential that it be rugged, lightweight, transportable, and easy to use and maintain. It should also have standardi zed connections, consume minimal power and water and be usable both in the presence and the absence of electricity and pressurized water sources. The current field sink used by the Army is no longer procurable. This item is necessary in the combat suppor t hospital and other field medical settings for scrubbing of hands in preparation for surgery and for cleaning of instruments and trays used in the operating room or elsewhere. In addition to requesting written responses to this RFI, the Army also encoura ges manufacturers of scrub sinks that meet (or come close to meeting) the Armys requirements to display their products at the next military medical Vendor Day scheduled for 5 September 2007. Vendor Day is a cooperative venture between the military serv ice medical logistics agencies located at Fort Detrick in Frederick, MD. The agencies involved include the Defense Medical Standardization Board (DMSB), U.S. Army Medical Materiel Agency (USAMMA), the Naval Medical Logistics Command (NAVMEDLOGCOM), the Air Force Medical Evaluation Support Activity (AFMESA), and the Air Force Medical Logistics Office (AFMLO). As part of this cooperative venture, a series of dates is set aside for vendors of medical equipment and supplies to display their products to multipl e service organizations at one time. The Vendor Day scheduled for 5 September 2007 will feature field sinks, among other products. Further information regarding Vendor Day can be obtained at the following web site: http://www.usamma.army.mil/documents/Vendor%20Days.pdf. **The following are the Essential Characteristics (ECs) for the field scrub sink. The Key Performance Parameters (KPPs) are required characteristics and the Additional Performance Attributes (APAs) are desirable but not necessary. **Key Performance Parameters (KPPs): 1) Shall be a lightweight, portable, self-contained sink. 2) Shall have hot and cold running water for scrubbing of hands in preparation for surgery and for cleaning of instruments and trays used in the operating room o r elsewhere in field medical settings. 3) Shall include a basin, gooseneck style faucet, pump, water heater, associated tubing and electrical components, and reusable shipping container. 4) When packaged for transport, shall be of a size and weight that do es not exceed the requirements for a two-person carry in accordance with MIL-STD-1472F. 5) Shall include a shipping container that incorporates carrying handles and casters to facilitate easy transport by no more than two people. 6) Shall be field expedien t: capable of being set up with minimal assembly (without tools), easily used and maintained, and easily disassembled and packaged for transport. 7) Shall be capable of withstanding the storage and transit environments listed in the USAMMA Protocol for Cl imatic and Environmental Stress Testing of Deployable Medical Systems (DEPMEDS). 8) Shall be functional on non-level flooring while not causing damage to (e.g., poking holes in) hospital flooring (e.g., incorporates protective footings). 9) Shall be capabl e of being used when electricity is unavailable (e.g., provides foot pump and/or battery backup). 10) Hoses/connections/fittings shall be compatible with non-pressurized and gravity fed water sources, such as the 5 gallon military water can, and with press urized water systems including the DEPMEDS Water Distribution System and conventional U.S. water supplies and systems. 11) Shall provide for hands-free o peration for water delivery. 12) Electrical components shall be operable on 120 VAC, 60 Hz. 13) The system shall incorporate a Ground Fault Circuit Interrupter (GFCI) device for operator protection. 14) A means shall be included to permit an adjustable fl ow rate over a suitable range for scrubbing hands and cleaning instruments. 15) The sink basin shall be formed of stainless steel or a suitable plastic or other material of appropriate thickness that is resistant to chemicals typically used in surgical scr ubbing and cleaning of instruments. 16) The sink basin shall have internal dimensions that would accommodate a pan that is 23.5 x 11 x 6. 17) A drain hose with standard garden hose fitting (1/2 NPT) shall attach to the drain of the sink. 18) A sink st opper shall be provided to seal the sink drain. 19) All wetted parts of the pump shall be of corrosion resistant material. 20) The pump mechanism shall be self-priming and not be damaged by continuous operation when dry. 21) Components of the pump and va lves shall be readily replaceable without the use of specialized tools. 22) Protective devices shall be incorporated such that the maximum water temperature at the faucet does not cause scalding. 23) All fluid and electrical connections used for assembly a nd disassembly shall use quick disconnect type couplings. 24) The water pathway shall be able to be drained before storage to prevent freezing damage, corrosion or microorganism growth. **Additional Performance Attributes (APAs): 1) Shall have a liquid antiseptic soap dispenser, paper towel holder and accessory shelf. 2) Shall provide for hands-free operation for soap solution dispensing. 3) Electrical components shall be operable on 120/240 VAC, 50/60 Hz. 4) The shipping container shall be an integral part of the sink design. **Response to the Request For Information: 1) Do you have an existing product that meets the essential characteristics? If so, please submit product information. 2) Do you have an existing product that could be modified to meet the essential characteristics? If so, please provide product information and a description of the necessary modifications. 3) Do you have a product design that could meet the essential cha racteristics? If so, please describe. 4) Please tell us something about your company. In particular, please tell us if you have any experience producing or modifying products for field medical use. 5) Please provide a rough order of magnitude (ROM) cos t estimate for the end product modified, if necessary, to meet the essential characteristics. **Important Information: To be of greatest value, your response should be received by 28 August 2007. No additional information is available. No contract will be awarded as a result of this RFI. The Government will not pay for responses to this RFI.
