TO: ALL Potential Respondents 16 April 2009 SUBJECT: Request for Information (RFI) Regarding Third Generation Infrared Surveillance (3GIRS) Wide-Field-of-View (WFOV) Infrared Ground Segment Prototypes The Space and Missile Systems Center (SMC), Directorate of Development Planning, located at Los Angeles Air Force Base, CA is developing Third Generation Infrared Surveillance (3GIRS) technology and is conducting market research for consideration of Wide-Field-of-View (WFOV) infrared Ground Segment Prototypes. The 3GIRS project office is assessing industry primes and their capabilities to develop and deliver a low-cost R&D Ground Segment Prototype performing WFOV ground segment risk reduction. The ground prototype will focus on supporting Theater Missile Warning as a primary mission (Threshold) with Battlespace Awareness, Missile Defense, and Technical Intelligence as secondary missions (Objective). The prototyping effort assumes a WFOV payload will be selected prior to ground segment development. The vision is to design and test an Open System Architecture prototype capable of expanding to function with multiple WFOV sensor types. The prototype must define a WFOV IR data standard that will inform multiple sensor providers on form, fit, and function for acceptance into the this Open Architecture and must provide output missile warning tracks for integration into the SBIRS missile tracking and reporting software. It's expected the Ground Segment Prototype will build upon and leverage the current risk reduction progress conducted under the Algorithm Development Lab and Aerospace Fusion Center. This R&D system will investigate, test, and evaluate impacts of Theater Missile Warning operational acceptance and certification assessments as well as Reliability, Availability, Maintainability (RAM), timeliness of product delivery, and security in a network centric implementation. The industry prime must have the capabilities to perform the following: ? Develop prototype H/W and S/W architectures and operating concepts ? Develop WFOV mission data processing algorithms and prototype mission data processing software ? Receive, process, archive, and disseminate WFOV IR data ? Develop the intra prototype interfaces, data standards, and external interfaces ? Develop prototype a mission management and payload tasking ? Performing integration between prototype space segment and prototype ground segment ? Responsible for ground prototype performance ? Develop creative options to maintain low Operations and Maintenance costs Response Information This is a Request for Information conducted for information and planning purposes only. It does not constitute a request for proposal or a request for quote. Information contained in this RFI is based on the best information available at the time of publication, is subject to revision and is not binding on the Government. The Government will not recognize any cost associated with a submission in response. The information received will be considered for the purposes of market research. This market research informs SMC on potential options for future infrared prototyping. Responses from small business and small, disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. The appropriate NAICS and size standard for this RFI is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) and 1,000, respectively. All responses are to be provided on company letterhead and limited to 20 pages. Page size shall be 8.5 x 11 inches, single-spaced with text no smaller than 11-point font size, Times New Roman. Margins shall be one-inch on all sides. Responses and any technical inquiries must be submitted electronically to Capt Dennis Murphy (Project Officer) at dennis.murphy@losangeles.af.mil. Unclassified responses are preferred; however, if there is a need for classified transmittals, please contact Capt Murphy at (310) 653-9090. Responses are due by 1700 PST on 15 May 09. Contracting Points of Contact ? Mr. Joseph Simonds, Procuring Contracting Officer (PCO) SMC/XRC, (310) 653-9083, joseph.simonds@losangeles.af.mil ?
