Request for Information (RFI) Subsistence Prime Vendor (SPV) Support for The Hawaiian Islands

DLA Troop Support is conducting market research through a Request for Information for a potential five year full service food support contract in the Hawaiian Islands. The estimated value of the proposed acquisition is 480 million dollars. The scope of work involves providing subsistence support to military and federally funded customers, including the Army, Air Force, Navy, Marine Corps, Coast Guard, and Department of State, across approximately 50 different locations, including land based sites and homeported or visiting Navy ships. Key operational requirements include electronic order acceptance, skip day delivery, and the ability to handle emergency same day deliveries. Contractors must demonstrate the capacity to manage surge requirements where order volumes may increase by up to 300 percent. Additionally, the government requires compliance with the Berry Amendment and the Cargo Preference Act. In cases of not in stock situations caused by improper management, the vendor would be responsible for the cost of commercially airlifting items from the continental United States. Responses to this RFI, including company status and capability information, are due by October 15, 2026.
