Archaeology Consulting Services
Solicitation # 26-122
The City of Delta is issuing solicitation 26-122 to establish a shortlist of qualified archaeology firms to provide professional consulting services on an as-and-when-requested basis. The scope of work includes archaeological investigation, monitoring, reporting, and permitting for various infrastructure and development projects, such as road upgrades and utility replacements, within the City of Delta. All services must comply with the Heritage Conservation Act, and firms must demonstrate eligibility to hold provincial permits, including Multi Assessment Permits and Site Alteration Permits. Key deliverables involve field assessments, coordination with the Provincial Archaeology Branch and First Nations, and the provision of heritage management training for City staff. The selection process utilizes a two-stage qualification method. To be considered, respondents must meet all mandatory criteria, including the timely submission of a signed Proposal Covering Letter. Qualified firms will be evaluated based on proponent capability and experience (50%), methodology (25%), and fees (25%), with minimum scores required for the first two categories. The City emphasizes the importance of professional certification, requiring at least one team member to be in good standing with a recognized organization like the British Columbia Association of Professional Archaeologists. Preference is given to consulting team members with five years of experience and lead archaeologists with ten years of experience. The resulting shortlist will remain valid until January 1, 2025, or for three years from the closing date. Once the list is established, the City will invite these qualified respondents to submit firm-priced tenders for specific projects. Proposals must be submitted as a single PDF to the purchasing department by 2:00 PM Pacific time on November 16, 2026. The pricing structure for the qualification stage includes hourly rates for principal archaeologists, field directors, technicians, and support staff, as well as lump sum rates for permit applications.

1. Summary NASA is exploring partnerships with external organizations for the operations and data collection of Earth Science satellite missions to enable more impactful exploitation of NASA resources and to advance the commercial remote sensing industry. This RFI specifically seeks information on interest in the Terra, Aqua, and/or Aura (TAA) missions and information on potential innovative partnership arrangements to maintain one or more of these on-orbit missions. Depending on the responses to this RFI, NASA may 1) proceed to have discussions with individual respondents or 2) release an Announcement for Partnership Proposals (AFPP) to compete this opportunity with NASA for a reimbursable (partner pays NASA) and/or a non-reimbursable (no exchange of funds) Space Act Agreement. Any resultant agreement(s) from this RFI or potential future AFPP will define the full roles and responsibilities of NASA and the selected Partner(s). For more information on Space Act Agreements and to see samples of such agreements, please see https://www.nasa.gov/partnerships.html. 2. Background NASA uses the vantage point of space to observe the Earth and continuously improve our scientific understanding of Earth’s environment and interconnected systems. NASA
2 instruments and missions have continually improved the capability, resolution, and frequency of observations leading to advanced knowledge about the Earth and innovative applications.
NASA is specifically exploring partnerships for Terra, Aqua, and/or Aura missions. The partnerships are likely to focus on innovative arrangements for carrying out operations and data-related activities or for sponsoring such work currently paid for by NASA. The purpose of this endeavor is to make efficient use of unique national assets and enable public-private partnerships that benefit from taxpayer investments.
As part of partnerships for one of more of these missions, NASA is interested in the proposed arrangements regarding the mission operations; science data collection, processing, and archiving; calibration efforts; science data availability, latency, and access; ground systems; and other aspects. NASA is open to all proposals and novel ideas for productive arrangements, including full to partial use of existing NASA-conducted activities teams via reimbursable terms. NASA will consider partnerships with a consortium involving multiple interested organizations as well as multiple partnerships for each mission. NASA’s preference is that, to the maximum extent possible, a partnership would continue some to all of the data products and make them broadly and openly available to the research and applications communities, whether through NASA science data archives or otherwise.
3. Missions and Instruments The following missions and instruments are under consideration for this RFI. For the full names of instruments visit Appendix A.

B.8 Heliophysics Spaceflight Science Foundations
Solicitation # NNH25ZDA001N-SSF
The Research Opportunities in Space and Earth Sciences (ROSES) program, specifically the Heliophysics Spaceflight Science Foundations (SSF) element under solicitation NNH25ZDA001N, is an omnibus solicitation by the NASA Science Mission Directorate. The SSF program focuses on basic science and pre-formulation research to enable high-impact, cost-effective spaceflight projects, with a current priority on establishing scientific and technical readiness for the Links and Solar Polar Decadal Survey investigations. While primarily utilizing grants and cooperative agreements, NASA may issue contracts or Funded Space Act Agreements. All organization types are generally eligible to propose, though funding is restricted, and participation involving the People's Republic of China is prohibited. Proposals are submitted via NSPIRES or Grants.gov using a two-step process. Step-1 requires an anonymized three-page proposal without a budget. Step-2 proposals typically include a 15-page technical section, a separate total budget PDF, and an expertise and resources document. Evaluation is conducted by a peer panel using Dual-Anonymous Peer Review (DAPR) based on intrinsic merit, relevance to future spaceflight goals, and cost reasonableness. Awards typically range from one to five years in duration. Key requirements include a Unique Entity Identifier (UEI) via SAM.gov, a comprehensive Open Science and Data Management Plan, and adherence to the 2024 Heliophysics Decadal Survey guidance.
