Request for Information (RFI): Training & Simulation

The U.S. Army is seeking industry input through a Request for Information (RFI W900KK-26-R-0001) to inform the development of a modern, integrated Live, Virtual, and Constructive (LVC) training environment structured around a layered architecture comprising sensor/instrumentation, transport, and core services layers. The goal is to enable scalable, interoperable, and resilient multidomain operations training, testing, and experimentation across home stations, Combat Training Centers, and distributed networked locations. The envisioned solution must support AI-enabled modeling, realistic threat representation, universal accessibility, cybersecurity compliance, and seamless interoperability with Joint and multinational partners using open standards such as DIS, HLA, TENA, One World Terrain, and the Synthetic Training Environment software baseline. Responses must be submitted as MSWord or PDF documents not exceeding 16 pages to David Cannon at david.s.cannon.civ@army.mil by August 15, 2026, with John Mosby as the secondary point of contact. The RFI is issued by the Department of Defense through the W6QK Acc-Orlando office located in Orlando, Florida, with no binding contractual obligations, pricing, or award anticipated at this stage. The initiative aligns with the Army’s 2040 readiness goals and is guided by the Characteristics of Need framework, which outlines key capability objectives but does not include formal contract clauses, evaluation factors, delivery schedules, or financial details. Industry feedback is being gathered to shape future acquisition efforts, and while proprietary information may be submitted, the government makes no confidentiality assurances unless clearly marked as such. No socioeconomic, size, or representation certifications are required, and responses are treated as voluntary industry input without follow-on reporting obligations.
