REQUEST FOR INFORMATION (RFI) - US Coast Guard Polar Security Cutter (PSC) Human Performance Support and Training (HPS&T) System Technical Support Services

The United States Coast Guard, through its Human Systems Integration Division, is seeking contractor support to develop, implement, and sustain a comprehensive Human Performance Support and Training (HPS&T) system for the initial crew of the Polar Security Cutter (PSC). This effort, aligned with Force Design 2028 and grounded in Instructional Systems Design principles, spans a five-year period from contract award and includes iterative analysis, design, development, implementation, evaluation, and maintenance of training content and performance support tools tailored to the PSC’s mission-critical systems. Work will primarily be conducted at the contractor’s facilities, with essential on-site presence required at Bollinger Mississippi Shipbuilding in Pascagoula, Mississippi, as well as at other locations including USCG Headquarters in Washington, D.C., the USCG Personnel Training Center in Yorktown, Virginia, and the future PSC homeport in Seattle, Washington. All personnel must be U.S. citizens, sign a Department of Homeland Security non-disclosure agreement, and be cleared to handle Sensitive But Unclassified information under DHS MD 11042.2, with strict requirements on identification badges and government authority to remove individuals for security or conduct violations. The contractor must deliver a Training System Development Plan within three months of award, with annual updates and additional revisions tied to major program changes, alongside performance reports, Section 508 accessibility compliance documentation, and conformance with WCAG 2.0 Level AA standards. Delivery timelines are synchronized with PSC hull construction, with critical training implementation occurring between three months prior to and one month prior to the delivery of the first hull in Q3 FY2030. Key personnel, including a designated Project Manager with at least three years of program management experience and a Senior Analyst with five years of research and performance analysis experience, must be identified and approved by the Contracting Officer, with replacements subject to rigorous review. A Total Small Business Set-Aside under NAICS code 611430 applies, and while pricing details are not included in this market research document, the contract’s ceiling and funding will be established in future solicitation phases. All deliverables become Government property upon creation and must be submitted electronically in formats compatible with DHS systems.
