Request for Information/Sources Sought Antilock Brake System/Electronic Stability Control (ABS/ESC) Retrofit Kits for the High Mobility Multipurpose Wheeled Vehicle (HMMWV) 


1. ACC-DTA, in support of the Product Director Light Tactical Vehicles, is seeking sources that can demonstrate the capability to design, develop, manufacture, supply and install/troubleshoot an Anti-Lock Brake System with Electronic Stability Control (ABS/ESC) Retrofit Kit onto the High Mobility Multipurpose Wheeled Vehicle (HMMWV) that meets the requirements defined in the ABS/ESC Retrofit Kit Army Tank Purchase Description (ATPD-2422) and HMMWV Army Tank Purchase Description (ATPD-2099). The HMMWV is a highly mobile, diesel-powered, four-wheel-drive vehicle that performs various special and multipurpose missions in combat, combat support, and combat service support for the U.S. Armed Forces and FMS customers. 


2. ATPD-2422 is deemed a Distribution D document. ATPD-2422 is available for access to qualified Department of Defense (DoD) contractors and is posted via secure link for interested parties. Parties interested in obtaining the document must be certified in the Joint Certification Program (JCP), have an active System for Award Management (SAM) account, approved DD 2345 and submit a signed Non-Disclosure Agreement (NDA) via email to Michael Hawkes: michael.f.hawkes.civ@army.mil. The data custodian in JCP must sign and submit the "Non-Disclosure Agreement" which is attached to this announcement. In addition, the interested party shall provide the Organization's name and CAGE code. Upon submission of the NDA and DD 2345, interested parties can request access to the ATPD-2422 document by clicking on the ATPD-2422 link. Upon approval, the Government will provide online access to the posted document as a secure file via a secure link. ATPD-2099 is distribution A and is available within this notice. To reiterate, the point of contact requesting access to document ATPD-2422  in SAM must match the POC listed on the approved DD 2345, the POC listed in JCP, and the signatory on the NDA.


3. Response should focus on the design, development, manufacture, technical support, supply, and installation of an ABS/ESC Retrofit Kit that meets the requirements defined in ATPD-2422. Sources that can demonstrate the design, development, manufacture, technical support, and supply or installation of Kits may respond accordingly. 


For installing, sources will be expected to install the ABS/ESC kit on HMMWVs on site at up to 15 military bases with regional installation sites across Continental U.S. and potential overseas sites. With ongoing operations at simultaneous installation sites. Sources will also be expected to troubleshoot and resolve any mechanical and/or software faults experienced during installations of the referenced ABS/ESC kit on HMMWVs, which may include understanding, addressing, and clearing software fault codes as well as resolving mechanical or technical issues.

e. If mechanical/software faults are experienced during or after installation of the referenced ABS/ESC Retrofit Kit, describe your company's ability to address and resolve such faults (i.e troubleshooting). Software troubleshooting involves understanding, addressing, clearing fault codes, and conducting root cause analysis.
