WSSC Water has issued Request for Information 121592 to conduct market research for the development of a reliable and sustainable biosolids reuse pathway. The agency seeks industry partners capable of blending Class A biosolids from the Piscataway Bioenergy Facility with feedstocks such as water treatment residuals from the Potomac Water Filtration Plant, sand, and wood fines to improve product quality and value. Interested contractors must demonstrate the ability to provide permitted land for blending and product development, as well as the necessary staffing, operational resources, and capabilities for hauling, selling, and distributing the finished products. The initiative emphasizes regulatory compliance, specifically requiring that developed products meet Maryland and Virginia PFAS regulations by maintaining PFOA and PFOS concentrations below 25 parts per billion. WSSC Water is exploring various delivery and partnership structures, including public-private partnerships and revenue-sharing agreements. This RFI is for research purposes only and does not constitute a formal solicitation or a promise to contract. Respondents are required to submit a detailed white paper via the vendor portal by November 30, 2026, including non-binding cost estimates and recommended contracting strategies.
