Request For Prequalification (RFQ) Of Roofing (Prime) Contractors Seeking To Bid On Best Value Contracts For Job Order Contracting (JOC) For Sheriff’s Department Facility Renovation

The Riverside County Sheriff’s Department is conducting a mandatory prequalification process for prime contractors to provide roofing services under Best Value Job Order Contracting (JOC). This initiative targets small to medium maintenance, renovation, and recurring work for detention and public safety facilities, excluding new construction. To be eligible, contractors must hold a B General Building Contractor license and demonstrate a track record of five completed remodel or renovation projects of similar complexity within the last two years, at least two of which must be public works projects. Prequalified contractors will be eligible to bid on specific JOC projects for a period of 12 months following the issuance of the Notice of Prequalification. Applicants must submit their prequalification packages electronically via PlanetBids by 1:30 p.m. on September 30, 2026. Required documentation includes a completed Prequalification Questionnaire, verification and release of information forms, a bank letter, and evidence of DIR registration. Financial requirements include a reviewed or audited Statement of Financial Condition, unless the applicant qualifies as a small business under Government Code Section 14837(d)(1). Additionally, contractors must provide a notarized surety statement confirming bonding capacity and proof of general liability insurance with minimum coverage of 1 million dollars per occurrence and 2 million dollars aggregate, naming the Riverside County Sheriff’s Department as an additional insured. Awarded contractors must also comply with California Labor Code prevailing wage requirements and maintain an injury and illness prevention program.
