The Naval Air Systems Command (NAVAIR) plans to issue a contract order under the existing Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office for the Non-Recurring Engineering required to replace the Crash Positions Indicator (CPI) Emergency Locator Transmitter (ELT) on the V-22 Osprey aircraft. This procurement is conducted on an other than full and open competitive basis due to Bell-Boeing being the sole designer, developer, and manufacturer of the V-22 Tiltrotor aircraft. Bell-Boeing possesses exclusive access to the technical data, engineering capabilities, and in-depth knowledge necessary to design, fabricate, and maintain the CPI ELT system on the aircraft. The contract opportunity was announced as a presolicitation with the Naval Air Systems Command acting as the contracting office, located at Patuxent River, Maryland. This action is focused on the replacement of a critical safety component for the V-22 and is classified under the NAICS code 336413. Interested parties seeking subcontracting opportunities are encouraged to reach out directly to a Boeing contact, while contract specialists at NAVAIR are available for inquiries concerning the solicitation and award process. This order underscores the significance of leveraging the original equipment manufacturer’s expertise to ensure the continued performance and safety of the V-22 platform.
