Addendum #1 for SFBC-P-25-14_Strategic Planning Service

The San Francisco Bay Conservation and Development Commission is soliciting strategic planning services under RFP SFBC-P-25-14 to develop a comprehensive, three- to four-year strategic plan guiding its operations through 2030, with a focus on climate change, shoreline and resource development, natural resource conservation, and the integration of social equity, environmental justice, and robust public engagement. The contract has a total estimated value of $100,000, with payment structured on a task-completed basis, no more than once monthly, and all quoted rates must be all-inclusive of overhead and indirect costs. Proposals must be submitted in three sealed copies by 3:00 p.m. on July 3, 2026, to the Commission’s office in San Francisco, with each submission including mandatory attachments such as the Proposal/Proposer Certification Sheet, Payee Data Record (Std 204), Contractor Certification Clauses, Bidder Declaration, Darfur Contracting Act Certification, Proposer References, and two samples of prior work relevant to the scope. Failure to meet submission requirements, including missing signatures or improperly sealed packages, will result in rejection. The evaluation process is weighted, with cost accounting for 60 points, work plan and project understanding at 50 points, experience and qualifications at 50 points, project approach at 25 points, work samples at 15 points, and additional preferences for certified Small Businesses and Disabled Veteran Business Enterprises each contributing 10 points, for a total of 220 possible points. The five highest-scoring proposers will advance to an interview phase, after which the highest composite score determines award selection. Preferences are applied as additive points, with a tie between a certified Small Business and a certified DVBE resolved in favor of the DVBE per state contracting rules. Contractors must comply with state and federal regulations including the Drug-Free Workplace Act of 1990, California’s Nondiscrimination statutes (Gov. Code §12990 and CCR Title 2 §11102), the California Public Records Act, and the Americans with Disabilities Act, and must provide Workers’ Compensation insurance or self-insurance as required by Labor Code Section 3700. All deliverables, especially the final strategic plan, must be presented as an attractive, graphical, and well-organized document, accompanied by an implementation work plan and a public-facing progress report.
