REQUEST FOR PROPOSALS: EMERGENCY DEBRIS MONITORING SERVICES

The City of Mandeville is soliciting proposals for a standby contract to provide independent emergency debris monitoring services following natural or man-made disasters. The selected contractor will be responsible for monitoring debris collection, hauling, reduction, and disposal operations, documenting eligible work and quantities, administering electronic documentation, and performing financial reviews to reconcile records and invoices. A critical requirement of this contract is the maintainance of strict independence from any debris removal contractors, and the monitoring contractor is expressly prohibited from performing any actual debris removal services. All services must comply with the regulations and requirements set forth by the Federal Emergency Management Agency (FEMA), the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), and all applicable federal, state, and local laws. Proposals are due by 11:00 a.m. on October 14, 2026, and may be submitted electronically via Central Bidding or Beacon Bid, or physically delivered to the Purchasing Agent at Mandeville City Hall. Physical submissions must include one original proposal and one electronic PDF copy on a USB flash drive.
