The City of Sparks is requesting proposals from Architectural Firms for pre- and post-award services for community and economic development projects, including planning, design, cost estimating, bidding, construction oversight, closeout, and required BABA documentation. Projects may be funded through Georgia DCA programs including CDBG, EIP, RDF, and/or ITAD.
Interested firms should contact Lindsay Ray, Southern Georgia Regional Commission, (229) 333-5277, for the Statement of Qualifications, Section 3 Forms (only if claiming Section 3 status), and scoring criteria.
Proposals must be received by 2:00 p.m., September 21, 2026, at: City of Sparks, ATTN: Miriam Jones, City Clerk, 115 E. Colquitt St., Sparks, GA 31647, (229) 549-8211. Late proposals or proposals received elsewhere will not be accepted. The City reserves the right to accept or reject any/all proposals and waive informalities.
The City of Sparks is committed to Affirmatively Further Fair Housing. This project is covered under the requirements of Section 3 of the HUD Act of 1968. This contract opportunity is a Section 3 Covered Contract. Section 3 Business Concerns are encouraged to apply.
