Request for Proposals for Casper Natrona County Building Generator Project

The Board of County Commissioners of Natrona County is soliciting sealed proposals for the Casper Natrona County Health Department Generator Project. The project involves the design, installation, and commissioning of a 250 kW standby power system (239 kW site rated) operating at 480 Volts, 60Hz, 3 Phase. Key technical requirements include a liquid-cooled spark-ignited engine, a sound-attenuating and weather-protective steel enclosure, and automatic transfer switches with the ASCO Power Technologies Series 300 as the basis of design. The system must comply with NFPA 70, NFPA 110, UL 1008, and EPA standards, ensuring startup within 10 seconds and the ability to accept a 100 percent load step. Proposals must be submitted in a sealed opaque envelope to the BOCC Office no later than noon on October 10, 2024. Required submission materials include a bidder's resume, references, a 5 percent bid bond, proof of workers compensation compliance, a non-collusion affidavit, and bidder certification. Evaluation will focus on cost, experience, and technical compliance. The contractor is responsible for on-site installation and testing, and may be required to provide a separate maintenance contract for the transfer switches for two years following substantial completion. The BOCC reserves the right to negotiate terms or reject any proposals to serve the best interest of the County.
