The County (through DOH) provides funding in the form of low interest loans to affordable housing projects selected through two Notices of Funding Availability (NOFAs) each year. Federal funding programs (the Community Development Block Grant [CDBG] and HOME Investment Partnership [HOME]) provide approximately $4 million per year to assist with affordable housing development or retention of existing affordable housing through rehabilitation activities. A total of eight applications for housing rehabilitation or new construction were received in the federal NOFA in the prior year. The County releases a second NOFA (the Affordable Housing Fund [AHF]) which provides funding for projects in the form of loans funded through a variety of sources, including local tax revenues (Measure K), Moving to Work reserves allocated to the Housing Authority of the County of San Mateo (HACSM), and State programs to which DOH has applied for funding. The most recent AHF NOFA (AHF 14.0) made $38 million available, for which a total of 10 applications for new construction were received. While DOH staff review and rank the applications received under the NOFAs, DOH may rely on outside
