Request for Proposals - Lobbying and Consulting Services

LOTT Clean Water Alliance is soliciting proposals for professional lobbying and consulting services to represent the organization in Washington State legislative advocacy and policy-level coordination with state agencies and regulators. The selected consultant will be responsible for developing legislative strategies, monitoring policy agendas, assisting with testimony, and maintaining a consistent presence at the Washington State Capitol. Key deliverables include regular written status reports and continuous monitoring of regulatory developments to ensure effective representation of LOTT's interests. Proposals must be submitted as a single PDF document not exceeding 10 pages via the designated online portal by 2:00 PM on September 26, 2025. Evaluation will be based on the consultant's qualifications, experience with public utilities and wastewater treatment, history of success with state funding and public works, and feedback from references. The contract follows a professional services structure with a not-to-exceed payment arrangement and a term ending December 31, 2026. Selected consultants must adhere to strict compliance standards, including Washington State lobbyist registration and Public Records Act requirements. Mandatory insurance coverages include $1,000,000 for automobile liability, $2,000,000 aggregate for general liability, and $2,000,000 aggregate for professional liability, with carriers rated A.M. Best A- or better. Additionally, consultants must certify that no personnel providing services retired under the 2008 Washington State Retirement System Early Retirement Factor and must disclose any potential organizational conflicts of interest.
