Request for Proposals - Owner's Project Manager Services

The Central Massachusetts Regional 911 District is soliciting proposals under RFP #26-002 to retain a highly qualified Owner's Project Manager (OPM) for the development of a new Regional Emergency Communications Center. The project involves leasing an existing facility and performing a comprehensive retrofit and renovation to create a purpose-built center. The selected OPM will act as the District's representative and advisor across ten project phases, ranging from initial facility selection and architectural design to procurement, building renovation, technology installation, commissioning, and final project closeout. Key responsibilities include providing technical expertise, budget oversight, procurement assistance, grant administration for Massachusetts State 911 Department Development Grants, and ensuring the facility meets mission-critical public safety standards. To be considered responsive, proposing firms must have at least ten consecutive years of OPM experience, including the successful completion of three public building projects and at least one mission-critical public safety facility. The designated Project Executive or Project Manager must be a Registered Architect or Professional Engineer licensed in Massachusetts. Proposals are due by October 22, 2026, and must include a technical approach, financial information, required certifications, and a separate fee proposal. Evaluation will be based on firm qualifications, project team expertise, technical approach, and cost-effectiveness. The OPM must maintain independence from other project service providers and adhere to strict confidentiality and security protocols regarding critical public safety infrastructure.
