REQUEST FOR PROPOSALS Rider 7 PM2.5 Program Servicesand Air Quality Planning Activities

The South Texas Development Council is soliciting proposals for air quality planning services under the Rider 7 PM2.5 Program, aimed at supporting the State Implementation Plan for particulate matter pollution, with a primary focus on Webb County, Texas. Proposals must be submitted by June 5, 2026, at 5:00 PM Central Time, using the STDC lobby clock as the official time reference, and must include seven mandatory attachments: Solicitation Acknowledgement, DBE/HUB Certification, Conflict of Interest Questionnaire, Suspension and Debarment Certification, Client References, DBE/HUB Subcontracting Form, and Form PTN-130. Proposers must also submit a current certificate of professional liability insurance and provide detailed resumes for all key staff, including designated Project Managers for each technical area. The estimated contract value is $253,125, with administrative costs capped at 10% of the total award, and pricing must reflect fair market value with a detailed cost estimate specifying personnel classifications, hours, and rates to enable review by STDC and TCEQ. Proposals must be responsive and compliant to be evaluated, meeting minimum thresholds for responsibility, responsiveness, and compliance before being scored on experience and expertise (60 points), previous work performance (25 points), and capacity to perform (15 points), for a total of 100 points. A minimum composite score of 70 is required to remain eligible for award. Proposers must certify they are not suspended or debarred by any federal agency and comply with Texas Local Government Code § 176.003 regarding conflicts of interest. All submissions must be delivered in hardcopy—one original and four copies—with proper labeling and no 3-ring binders, plus one electronic copy via USB or email. Proposals are public records unless marked proprietary. DBE/HUB participation is encouraged through a required Subcontracting Plan, with monthly progress reports mandated and prior agency approval needed for any modifications. The performance period runs from October 1, 2026, to December 31, 2027, with performance occurring throughout Texas. Communication with STDC staff during the solicitation is strictly prohibited, and all costs associated with preparing and submitting proposals are borne by the offeror. The evaluation team will recommend the highest-scoring compliant proposal to the STDC Governing Board for final award.
