Request for Proposals: Signal Maintenance & Inspection Services

REQUEST FOR PROPOSALS 3125: Maintenance and Inspection Services for Automated Switches, Signals, Crossing Protections, AEI Readers, and Supporting Equipment     Notice is hereby given that the New Orleans Public Belt Railroad Commission for the Port of New Orleans (“NOPB”) is seeking proposals from qualified firms (“Respondents”) to provide Automated Switches, Signals, Crossing Protections, AEI Readers, and Supporting Equipment (“Services”). Official bid documents can be downloaded from Central Bidding at www.centralbidding.com and the SEBConnect App.     PRE-PROPOSAL CONFERENCE: Potential proposers are invited to attend a pre-proposal conference at the NOPB’s Administration Office, located at 4822 Tchoupitoulas Street, New Orleans, LA 70115 at 11:00 am (CST) on Thursday, August 13, 2026.
PROPOSAL Submission: Proposals must be submitted via Central Bidding, www.centralbidding.com along with five (5) bound proposals no later than 11:00 AM (CST), Wednesday, August 19, 2026 in order to be considered.  The bound proposals must be delivered to the New Orleans Public Belt Railroad Commission for the Port of New Orleans, Procurement Department, 4822 Tchoupitoulas Street, New Orleans, Louisiana 70115. Any proposal received (electrically or delivered) after the Proposal Submission Deadline will not be considered. Respondents shall follow the instructions given in this Request for Proposals (RFP) in order to respond with a valid proposal for evaluation by the Evaluation Committee.   NOPB CONTACT: Respondents must submit Questions in writing to procurement@railnola.com by Tuesday, August 11, 2026, at 5:00 p.m. CST. As necessary, addenda to this RFP will be issued to all respondents receiving this RFP. Questions, answers, and all forms required will be posted on www.centralbidding.com .
