The New York City Department of Health and Mental Hygiene, through its Bureau of Hepatitis, HIV, and Sexually Transmitted Infections, aims to eliminate transmission and reduce the impact of viral hepatitis, HIV, and STIs across the city by addressing health disparities rooted in systemic oppression. This initiative emphasizes a community-driven, intersectional approach to improve health outcomes and combat stigma associated with these infections. The current RFP seeks to fund clinical entities, including hospitals and community health centers within a healthcare network, to implement sustainable, routine opt-out HIV screening models in compliance with New York State testing laws. The funding is targeted at one clinical entity per borough—Bronx, Brooklyn, Manhattan, and Queens—with proposals requiring applicants to identify a primary implementation site based on potential impact and readiness. Applicants are encouraged to propose expanding their screening programs across multiple healthcare settings such as inpatient, emergency, and primary care departments within their networks to maximize reach and effectiveness. The contract, managed by Public Health Solutions NY, offers a funding range between $500,000 and $2,000,000, with a response deadline of February 25, 2025. The initiative underscores a systems-level change aimed at integrating routine HIV screening into standard healthcare practices to promote early detection, reduce transmission, and address health inequities across New York City.

Full Description

The mission of the New York City Department of Health and Mental Hygiene (NYC Health Department) is to protect and promote the health of all New Yorkers. Central to this mission is addressing health inequities shaped and upheld by racism, sexism, homophobia, transphobia, and other systems of oppression. The NYC Health Department’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) envisions a New York City (NYC) without transmission or illness related to viral hepatitis, HIV, and sexually transmitted infections (STIs), and works to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs using a strengths-based, community-driven, and intersectional approach. The goal of this RFP is for selected subrecipients to: 1) Implement a sustainable routine opt-out HIV screening model in health care settings covered under NYS HIV testing laws and regulations, by making systems-level changes. Note: This funding opportunity aims to fund one clinical entity (clinical entity includes hospitals as well as community health centers in a health care network), as funding permits, in each of the following boroughs: the Bronx, Brooklyn, Manhattan, and Queens. Within its proposal submission, the applicant must identify a primary site of implementation that will be used to determine appropriate geographic distribution of subawards. This primary site of implementation should be selected by the applicant based on anticipated impact of the program (highest patient volume location) and/or anticipated location that will implement the program first. In its proposal submission, the applicant must identify all locations and types of settings for which it hopes to implement and expand its routine opt-out HIV screening program using this funding. To maximize the impact of the funding, applicants must propose to implement their sustainable routine opt-out HIV screening program across multiple settings or departments (for example: inpatient, emergency department, primary care settings) and/or locations within their health care network.
