EMPLOYEES RETIREMENT SYSTEM OF TEXASREQUEST FOR PROPOSALS TO UNDERWRITE AND ADMINISTER THEHEALTHSELECTSM MEDICARE ADVANTAGE PLAN PREFERRED PROVIDER ORGANIZATION SOLICITATION NO. 23-13172-001NIGP CODE: 94610; 95856; and94807 FIRSTAMENDED SEPTEMBER 12, 2025 The Employees Retirement System of Texas (ERS) has issued an amendedRequest for Proposals (RFP) seeking a qualified entity to provide the followingservices under the Texas Employees Group Benefits Program: · Fully insure and provide all operationalservices and a network as described in the RFP for the HealthSelectSM MedicareAdvantage Plan preferred provider organization (HealthSelect MA PPO) providingmedical-only coverage for Medicare-Primary Participants. Respondentshall provide the level of services required in the amended RFP and meet otherrequirements that are in the best interests of ERS, its members, and the stateof Texas (State). Respondent shall be required to execute a contract (Contract)provided by, and satisfactory to, ERS for a period that begins upon executionof the Contract by ERS, includes the Implementation Period, and extends throughDecember 31, 2032, subject to the terms of the Contract. It is anticipated theContract will be executed in May 2026. TheRFP and certain appendices were amended on September 12, 2025. Please see theSummary of Amendment Changes for a list of specific portions of the RFP andappendices that have been amended. TheConfidentiality and Nondisclosure Agreement, attached to the amended RFP asAppendix E (NDA), must be properly executed via DocuSign in order to receive ERS’confidential appendices (Appendices S, S-1, T, and T-1). Questions were accepted via Euna until August 18, 2025 at 4:00 p.m. Central Time (CT).Answers to questions were posted to Euna and ESBD on August 29, 2025. To be eligible for consideration, Respondent is required to submit itsresponse to the RFP (Proposal) in accordance with the instructions set forth inthe amended RFP. Respondents must meet the Minimum Requirements set forth inAppendix H. All Proposal materials shall be received by ERS via Euna no laterthan September 19, 2025 at 10:00 a.m. CT. To download the amended RFP, submit an executed NDA, and/or submit aProposal, prospective Respondents must first create an account in Euna (ERS’e-procurement portal located at erstexas.bonfirehub.com), which operates beston the latest versions of Microsoft Edge, Google Chrome, and Mozilla Firefox.Browser cookies must be enabled when accessing Euna. Note that Respondent’sprimary Proposal contact must create a Euna account (with the actual contactperson’s email address) and download the RFP documents in order to send andreceive messages via Euna. ERS reserves the right to rebid the RFP if deemed by ERS to be in thebest interests of ERS, its members, and/or the State. ERS also reserves theright to reject any Proposal submitted that does not fully comply with the RFP’sinstructions and criteria. ERS is under no legal requirement to execute aContract on the basis of this notice or upon issuance of the RFP and will notpay any costs incurred by any Respondent in connection with the preparation ofa Proposal. ERS also reserves the right to revise any provisions set forth inthe RFP at any time prior to execution of a Contract where ERS deems it to bein the best interests of ERS, its members, and/or the State.
