This is a Request for Qualifications to provide Environmental Phase, Application/Workplan Preparation, Design/Biding Phase, and Construction Engineering and Inspection (CE&I) services for the City of Natchez, Mississippi, for its FY26 Community Grant Program. Funding is provided through the U.S. Environmental Protection Agency’s State Tribal Assistance Grant (STAG) Clean Water State Revolving Fund for drainage improvements in Natchez, including Fine Avenue. This funding will be used, in part, to complete the Environmental Information Document (EID) for submission to the EPA in completing the National Environmental Policy Act (NEPA)review; assist in preparing the required application and workplan for review/approval; preparation of plans and contract documents; bidding phase; awarding of contract, and Construction Engineering and Inspection (CE&I). You are invited to submit a proposal, in accordance with this request, to the City of Natchez, Office of the City Clerk, 124 South Pearl Street, Natchez, MS 39120, no later than 11:00 A. M. local time on Tuesday, July 28, 2026. At that time, proposals will be opened, recorded, and taken under advisement to be evaluated and scored by a Review Committee established by the Mayor of Natchez, with a recommendation of the Review Committee being made to the Natchez Board of Aldermen.
