Request for Qualifications Annual Consultant Services

The City of Swainsboro is seeking qualified professional consultants for an on-call agreement to provide annual services across several engineering and management categories. The scope of work includes civil and infrastructure focus on water and sewer distribution, water resources and environmental engineering for groundwater wells and floodplain mapping, transportation and highway engineering adhering to GADOT and AASHTO standards, and land surveying for wetlands and floodplains. Additionally, the city requires assistance with grant writing, external funding research, and financial modeling for water and sewer rates. Services will be executed via task orders, and the agreement is renewable. Qualified respondents must submit a Statement of Qualifications by November 20, 2026, including a one-page letter of interest, a ten-page qualifications and project management approach section, and an appendix containing ten relevant project sheets, key personnel resumes, and an hourly billing rate schedule. Evaluation is based on team qualifications, experience, project management approach, cost efficiency of billing rates, and value-added services. The top-ranked respondent will be interviewed and offered the opportunity to negotiate final contract terms. Required documentation includes a W-9, E-Verify and SAVE affidavits, and a sample certificate of insurance.
