The Town of Wytheville is issuing a Request for Qualifications to engage consulting firms with expertise in energy planning for municipal facilities and utility operations. The project aims to develop a comprehensive Community Energy Action Plan to enhance energy efficiency, sustainability, and resilience across town-owned sites such as the Meeting/Recreation Center and Water/Wastewater Treatment Plants. Funded by a $50,000 Energy Ingenuity Grant supplemented with matching town funds, the initiative seeks to identify cost-saving and carbon footprint reduction strategies, explore renewable energy options, and improve infrastructure over a 10-year horizon. The selected firm will conduct energy audits, feasibility studies, and technical analyses, culminating in a detailed implementation plan. The procurement schedule requires proposals by December 4, 2025, with project commencement targeted for February 1, 2026, and completion by August 26, 2027. The contract will be negotiated via task orders based on qualifications, with an estimated project budget ranging from $50,000 to $200,000. The solicitation emphasizes a qualification-based selection process, with evaluation criteria weighted towards the firm's experience, technical skills, capacity to meet deadlines, and familiarity with Wytheville's facilities and energy goals. The process involves scoring proposals, conducting interviews with the top-ranked firms, and selecting the most qualified respondent through a trade-off approach rather than lowest-price selection. Contract administration details specify that invoices are to be submitted to the Town’s designated P.O. Box, with performance contingent upon annual appropriations. The scope of work includes multiple phases—initial stakeholder engagement, energy audits, feasibility assessments, and final plan development—aligned with applicable Virginia statutes and local standards. The contract incorporates standard insurance, licensing, and anti-discrimination requirements, with no explicit FAR clauses but locally drafted provisions tailored to municipal procurement. Offerors must submit proposals in sealed paper and electronic formats by the deadline, including certifications such as SCC registration, socioeconomic status, and non-collusion affidavits, ensuring compliance with state and federal regulations.
