Request for Qualifications for As-Needed Project Manager Services

The City of Placerville is soliciting qualifications from a single consulting firm to establish a Master Agreement for as-needed professional civil engineering services, specifically to serve as a Project Manager for its Capital Improvement Program projects. The selected firm will be engaged through Task Orders issued at the discretion of the City Engineer, with no guaranteed volume or dollar amount of work, though the total aggregate payments under the agreement are capped at $2,000,000. The agreement term is three years with the potential for two two-year extensions, allowing for a maximum duration of seven years, and the first Task Order is anticipated for the Western Placerville Interchanges, Phase 2.3 – Westbound Off-Ramp Project, to be issued in August 2026. Proposals, limited to 12 double-sided pages, must be submitted in sealed hard copy form by July 1, 2026, and will be evaluated based on past experience with municipal projects, qualifications of the proposed Project Manager, staff availability, familiarity with Placerville, experience with state and federal funding, and demonstrated relationships with Caltrans District 3, with a mandatory pass/fail review of a Conflict of Interest Statement. The Project Manager must be a licensed Professional Civil Engineer in California and all work must comply with Caltrans, FHWA, OSHA, ADA, Section 504, and Title VI standards, alongside adherence to prevailing wage laws and California’s Fair Employment and Housing Act. The firm will operate under strict financial, administrative, and compliance protocols, including the use of 48 CFR Part 31 and 2 CFR Part 200 for cost allowability and federal award requirements. Compensation will be based on fixed hourly rates defined in the Consultant’s approved Cost Proposal, covering direct salary, benefits, overhead, and fee, with no rate adjustments permitted during the term. Reimbursable costs include only actual out-of-pocket expenses pre-approved in the Task Order, and invoicing must be itemized, submitted in duplicate, referenced to the Agreement and Task Order numbers, and completed within 30 days of work completion. All invoices are subject to approval by the City Contract Administrator and payment is contingent upon satisfactory completion of deliverables.
