All services must comply with defined SLAs, including documented ticketing, and the contractor must maintain an incident response plan. Proposals will be evaluated on a best-value basis, prioritizing qualifications and experience of personnel, project approach and innovation, firm capacity and past performance, references, and proposed costs as a significant but not sole determining factor. Mandatory documentation includes a Contractor Information Form, Vendor Conflict of Interest Certification, Vendor Statement of Tax Status, E-Verify Federal Work Authorization, and an affidavit under O.C.G.A. § 13-10-91 certifying use of E-Verify throughout the contract term, with failure to use it constituting material breach.
