AI Contract Overview

The City of Santa Cruz is undertaking a study to evaluate the feasibility and potential impacts of adopting either a Community Workforce Agreement (CWA) or a Project Labor Agreement (PLA) for its capital improvement projects. The CWA would establish a comprehensive framework for project implementation in collaboration with labor organizations, while the PLA would focus on specific projects, often based on project size and involving contractors with collective bargaining agreements. To facilitate this assessment, a Council Subcommittee composed of Mayor Keeley and Councilmembers Watkins and Newsome has been appointed to review analyses conducted by a selected consultant and staff, ultimately providing recommendations to the full City Council. To support this initiative, the city has issued a Request for Qualifications (RFQ) from firms or individuals experienced in policy-level analyses related to labor agreements and local government capital projects. The RFQ, posted on February 21, 2024, with a deadline of March 29, 2024, seeks qualified respondents to assist in determining the viability and implications of implementing CWAs or PLAs within the city’s capital investment strategies. The project is managed through the City’s Public Works Department in California, with Kevin Crossley serving as the primary contact for inquiries.

Full Description

The Santa Cruz City Council has taken action to initiate an assessment of the feasibility and implications of adopting either a Community Workforce Agreement (CWA), which provides a broader, all-encompassing framework for the implementation of the City’s capital improvement projects in partnership with labor organizations, or a more project specific Project Labor Agreement (PLA) framework for implementing qualifying projects, typically triggered by total estimated project cost, in collaboration with contractors with collective bargaining agreements in place for their employees.  To support this planned review, the mayor appointed a Council Subcommittee to review the analyses that will be conducted by the selected consultant and staff and make recommendations on this topic to the full Council.  Subcommittee members include Mayor Keeley and Councilmembers Watkins and Newsome.  The City of Santa Cruz is requesting Statements of Qualifications to support the Council’s feasibility assessment from firms or individuals with experience working with local government agencies on policy level analyses of the potential use of labor agreements in implementing local government capital investment projects.
