The Toledo Area Regional Transit Authority (TARTA) is seeking qualified surveying firms to provide on-call, as-needed surveying services to support a range of capital improvement, operational, and planning initiatives across its service area. These services will be used to support project development from early feasibility through final design and construction and may include multiple task orders issued over time. As TARTA continues to invest in its transit infrastructure, facilities, and customer experience, timely and accurate survey data is critical to support engineering design, ADA compliance, site circulation improvements, utility coordination, and construction execution . Projects may vary in size and complexity and can include transit centers, park-and-ride facilities, administrative buildings, right-of-way improvements, and site amenities. The Brooks Act (Public Law 92-582, 40 U.S.C. 541 et seq.), which was enacted on October 18, 1972, establishes the procurement process by which architects and engineers (A/Es) are selected for design contracts with federal design and construction agencies. The Brooks Act establishes a qualifications-based selection process, known as "QBS," in which contracts for A/Es are negotiated based on demonstrated competence and qualification for the type of professional services required at a fair and reasonable price. Under Brooks Act procurement procedures, price quotations are not a consideration in the selection process. The Authority owns and operates a transit maintenance facilities located at: 1127 W. Central Avenue Toledo, Ohio, 43610- TARTA's Headquarters The site includes, but is not limited to: Bus maintenance garage and service bays Bus Garage Fueling and wash infrastructure Administrative Offices The Authority anticipates future rehabilitation, expansion, or redevelopment of this facility and requires a comprehensive understanding of this location. 612 N.
