The Town of Paradise is seeking qualified engineering consultants to design a new wastewater treatment facility (WWTF) as part of its broader sewer project aimed at restoring community infrastructure damaged by the 2018 Camp Fire. The project involves developing a scalable and environmentally compliant treatment plant utilizing aerated lagoon secondary treatment, with land application discharge through percolation and evaporation ponds. The selected team will collaborate closely with Town staff, the Town’s Owner’s Agent, and the Sewer Project Ad Hoc Committee to advance the project from initial design stages to full completion, including environmental review and regulatory approvals. The facility must accommodate average dry weather flows between 40,000 and 100,000 gallons per day, with peak flows reaching up to 300,000 gallons per day, and handle influent characteristics comprising primarily domestic wastewater mixed with septic tank effluent. The design must also incorporate future expansion capabilities up to one million gallons per day, potentially utilizing different treatment methods, while ensuring compliance with state water quality regulations, including a high-threat total nitrogen effluent limit. The contract, posted under solicitation number RFQ 2025-003, was made available on September 11, 2025, with a response deadline of October 27, 2025. The project budget ranges from five to fifteen million dollars, and the scope includes delivering a comprehensive design that meets current needs and accommodates future growth. The selected consultant will be responsible for advancing the project through various design phases, supporting environmental and regulatory processes, and ensuring the facility’s scalability and compliance with applicable state water discharge requirements.
