Request for Qualifications/Request for Proposals (RFQ/RFP) Pacific Coast Highway Area Reutilization Lease and Development Opportunity at Naval Weapons Station Seal Beach, California

The Department of the Navy, through Naval Facilities Engineering Systems Command Southwest, is soliciting proposals for a long-term lease and private development of approximately 28 acres at Naval Weapons Station Seal Beach in California. This opportunity, conducted under Title 10 U.S.C. section 2667, utilizes a two-step acquisition process starting with a Request for Qualifications to shortlist candidates, followed by a detailed Request for Proposals. The government's primary objective is to secure in-kind consideration in the form of mission sustainment projects, such as the construction or restoration of government facilities, with a value at least equal to the fair market value of the leasehold interest. The selected proposer will be responsible for developing a Concept Plan and a PCH COL Site Master Plan, ensuring all construction meets state, county, and city building codes as well as national safety standards. A critical requirement is the design and construction of a new perimeter security system on the eastern and northern sides of the parcels to segregate the site from the rest of the installation, adhering to antiterrorism and Unified Facilities Criteria.
