Request For Qualifications To Provide Engineering Professional Services

The City of Cotati is soliciting qualifications from engineering consultant firms to establish a pre-qualified list for professional services for a period of one to two years. The scope of work includes planning, environmental analysis, engineering design, construction management, and hydraulic modeling for water, sewer, and storm water systems. Key priority projects include pavement rehabilitation, the Highway 116/West Cotati Avenue intersection safety improvements, and improvements to Civic Center Park and Putnam Park, as well as city-wide ADA enhancements. Qualified firms will be selected based on a weighted evaluation of their reputation and stability (40%), experience with regional regulations (40%), current workload (10%), and project understanding (10%). Interested parties must submit an electronic Statement of Qualifications by 4:00 PM on October 28, 2026, adhering to a 25-page limit for the main submittal. Detailed cost proposals are not required at this stage, as final project costs will be negotiated individually. Selected consultants must comply with California Prevailing Wage Law for public works, maintain specific insurance naming the City as an additional insured, and adhere to the City's Business Registration Ordinance to receive payment.
