The General Services Administration, acting on behalf of FEMA, issued Request for Quotation GSASPB-16-Q-0007 to establish multiple Firm-Fixed Price Blanket Purchase Agreements for the procurement of standard commercial cots. This requirement, categorized under NAICS code 337124, anticipates an estimated annual quantity of 10,000 cots to support both emergency disaster responses and general replenishment efforts. To meet critical operational needs, the contract mandates strict delivery timelines, requiring delivery within 72 hours for emergency situations and within 30 days for replenishment. The technical specifications for the cots include requirements for size and Trade Agreements Act compliance. Through Amendment 0002, the Scope of Work was modified to expand the acceptable material requirements, changing the specification from aluminum folding cots to folding cots made of either aluminum or steel. Additional clarifications provided in Amendment 0001 addressed shipping cost estimates, pallet size requirements, and specific cot dimensions to ensure vendor compliance. The procurement was managed by the GSA Special Programs Branch out of Washington, DC.

The U.S. General Services Administration (GSA), in accordance with its Inter-Agency Agreement (IAA) with the Federal Emergency Management Agency (FEMA), is the primary source to provide standard, commercial-off-the-shelf, cots in the event of a disaster/emergency as well as during replenishment efforts. This is a combined synopsis/solicitation for standard, commercial cots prepared in accordance with the format in FAR Subpart 12.6 Commercial Item and FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested to establish multiple Blanket Purchase Agreements (BPA). The combined synopsis/solicitation is being issued as a Request for Quotations (RFQ) number GSASPB-16-Q-0007. The Contractor must provide all management, supervision, labor, facilities, and materials necessary to provide the supplies and services required under this solicitation which will include disaster/emergency as well as replenishment efforts. The GSA has determined that FEMA may need an estimated 10,000 cots delivered annually to various locations throughout the 48 contiguous United States, District of Columbia, Alaska, Hawaii, Guam, and Puerto Rico. A distinction is made between disaster/emergency and replenishment efforts. In a disaster/emergency situation, FEMA requires a fully completed order to be delivered within 72 hours. The first 1/3 of the order must be delivered within 24 hours after Task/Delivery Order award and the notice to proceed; the second 1/3 of the order must be delivered within 48 hours of the notice to proceed, and the final remaining quantity must be delivered within 72 hours of the notice to proceed. During a replenishment effort, FEMA requires a fully completed order to be delivered within 30 days after the Task/Delivery Order award and notice to proceed.

Solicitation # 47QSSC-27-R-0004
The General Services Administration is conducting market research through a Request for Information and Sources Sought Notice, solicitation number 47QSSC-27-R-0004, to identify capable vendors for providing Purina dog food and related products. This effort supports the National Stock Number Program and military working dog dietary needs, specifically focusing on a draft list of 27 brand name Purina products. The government is considering a firm-fixed-price, five-year indefinite-delivery indefinite-quantity contract consisting of one base year and four one-year option periods. The estimated annual demand for the continental United States is approximately 5,500 bags of dog food, with orders intended for direct delivery to ordering agencies. The government is evaluating a lowest price technically acceptable approach and is seeking feedback on vendor capabilities regarding veterinary prescription fulfillment, MIL-STD-129R labeling, and the use of a government vendor portal for tracking. Interested vendors under NAICS code 311111 must ensure their SAM.gov registration is active and submit their responses, including company details and socioeconomic status, to the designated points of contact by November 13, 2026, at 11:00 a.m. ET.
