Request for Quotation (RFT) for Interior Painting Services

The City of Greater Sudbury has issued Request for Quotation H01-72 for interior painting services on behalf of the Greater Sudbury Housing Corporation (GSHC). The contract covers move-out painting for vacant residential units, including surface preparation, minor repairs, spot priming, and final cleaning to ensure units are move-in ready. The primary term of the agreement runs from January 1, 2027, to December 31, 2029, with the possibility of two optional one-year extensions. Services will be performed across the GSHC portfolio, which includes high-rise buildings, walk-up apartments, and townhouses in various communities such as Lively, Garson, Chelmsford, Capreol, and Hanmer. Bidders must provide pricing on a unit-rate basis for all unit types and locations. The City intends to award the contract to the lowest-priced bidder per area, subject to successful reference verification and meeting all mandatory requirements. Qualified bidders must demonstrate at least five years of experience in multi-residential move-out painting and maintain specific insurance, including $5 million in Commercial General Liability and $2 million in Auto liability. All submissions must be made electronically through the bids&tenders portal by the deadline of October 16, 2026. Additionally, the procurement is subject to the Putting Canada First policy, which restricts acceptance to non-US suppliers.
