IntroductionThe Request for Supply Arrangements (RFSA) Refresh, also referred to as the solicitation, is divided into five (5) parts plus Annexes, Forms, and an Attachment, are as follows:Part 1 - General Information: Provides a general description of the requirement;Part 2 - Respondent Instructions: Provides the instructions applicable to the clauses and conditions of the RFSA Refresh;Part 3 - Arrangement Preparation Instructions: Provides OEMs with instructions of how to prepare their Arrangement to address the evaluation criteria specified;Part 4 - Evaluation Procedures and Basis of Selection: Indicates how the evaluation will be conducted, the evaluation criteria which must be addressed in the Arrangement, and the basis of selection; andPart 5 - 5A, 5B, and 5C:              5A         Supply Arrangement – Includes the Supply Arrangement (SA) with the applicable clauses and conditions;                5B         Response Solicitation – Includes the instructions for the Response solicitation process within the scope of the SA; and                5C         Resulting Contract Clauses (Template) – Includes general information for the conditions which will apply to any Contract entered pursuant to the SA.
