Requirement to Update Government-Owned H-764 Embedded Global Positioning System Inertial Navigation Systems (EGIs) With MQ-1C Gray Eagle Specific Operational Flight Program 8 (OFP-8)

Army Contracting Command-Redstone has a requirement that 13 each Government-owned H-764 EGIs be updated with the Gray Eagle specific OFP-8 to allow the hardware to be utilized on the Gray Eagle Full Rate Production (FRP) contract as GFM supporting production of MQ-1C Gray Eagle aircraft. This action is necessary to avoid a break in production that could occur early April 2017 if this hardware is unavailable to provide to the FRP contract. A break in production would potentially result in increased costs under the FRP contract as well as negative impacts to Gray Eagle fielding. The contract vehicle anticipated is a Firm Fixed-Price purchase order. Justification and Approval applies to an Other Than Full and Open Competition basis for Honeywell Aerospace, 13350 U.S. Hwy 19 North, Clearwater, FL 33764. The requirement is subject to the availability of funds. Authority Cited: Statutory authority permitting other than full and open competition for this requirement is 10 U.S.C. 2304 (c) (1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled - Only one responsible source or only a limited number of responsible sources and no other supplies or services will satisfy agency requirements. Firms that recognize and can produce the required item described above are encouraged to identify themselves. All responsible sources may submit an offer, which will be considered. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation. However, the solicitation will not close prior to the closing date stated above. SCOPE: The contractor shall travel to GA-ASI, Poway, CA and update 13 each Government owned H-764 EGIs with the Gray Eagle specific OFP-8. The contractor shall also update the H-764 labeling to reflect the update to OFP-8 on the 13 each H-764 EGIs. The contractor will be supplied with the serial numbers of the 13 each H-764 EGIs prior to traveling to Poway. The period of performance to complete all updates shall not exceed 27 March 2017. Inspection and acceptance shall be at origin defined as GA-ASI, Poway, CA. Acceptance shall be via contractor submittal and Government acceptance of certificate of conformance for each update.
