The U.S. Army Research Development and Engineering Command Contracting Center, Natick Contracting Division, on behalf of the Naval Health Research Center, intends to award a Firm Fixed Price contract to the Trudeau Institute for research focused on enhancing the efficacy of the influenza vaccine. This sole-source procurement is justified under federal regulations citing Trudeau Institute's unique qualifications, given its longstanding leadership in autoimmune response research, immunology, and infectious diseases related to influenza. The research will emphasize the role of adjuvants in strengthening protection against influenza infections, particularly within military and veteran populations. The contract will be awarded without a formal request for proposals, although other firms may submit detailed capability statements within 15 days of the notice to potentially prompt a competitive process. This award is facilitated under 10 U.S.C. 2304(c)(1) and FAR 6.302-1(A)(2)(iii), reflecting the necessity to negotiate solely with Trudeau Institute due to their specialized expertise. Interested firms may submit written notices with supporting evidence limited to two pages, which the government will evaluate at its discretion. The contracting office will proceed with contract award to Trudeau Institute if no suitable alternative is identified. Inquiries are permitted only via email and must be received by a specified deadline. The contract supports research and development under NAICS code 541711 and is managed from Natick, Massachusetts.
