Research and Development support for Advanced Information Technology and Associated Applications

The Naval Research Laboratory (NRL) has a requirement to provide research and development support for a wide range of NRL research activities that include, but not limited to: Systems Engineering and Research Support in Modeling and Simulation (M&S) for Training, Analysis, Acquisition and Experimentation Applications; Research in, and development of, Intelligent Information Systems for Decision Support and provide technical support in the design, modeling, development and analysis of Distributed Simulation Systems; Research and Development in Communication Systems; Organize workshops, symposia, and program reviews, including site preparation, technical agenda development, and providing assistance with technical demonstrations; Hardware and Software System Design and Maintenance. The government anticipates award of a Cost-Plus-Fixed-Fee term type contract. The anticipated period of performance is a basic award for twelve (12) months, with 4-twelve (12) month option periods, if exercised. The anticipated level of effort is 71,520 hours per twelve (12) month period. This is a follow-on to NRL Contract number N00173-03-C-2037, which was awarded to ITT Corporation Advanced Engineering and Sciences Division. Access to classified information is not required for the purpose of submitting a proposal for this solicitation. However, prior to award of a contract, the successful contractor will be required to have a TOP SECRET facility clearance, and personnel with clearances that satisfy the requirements of the Contract Security Classification Specification (DD 254). The unique nature of this research requires access to NRL hardware, classified computing resources and databases dictating that a major portion of the labor tasks be performed on-site at the Naval Research Laboratory (NRL). It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. This is not a solicitation. The actual closing date for proposals will be stated in the solicitation when issued.
