A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on technical feasibility and economic achievability through fluid dynamic modeling rather than direct measurement. Total available funding is up to 1.25 million dollars, with individual cooperative agreements intended to range between 150,000 and 450,000 dollars for projects lasting 12 to 18 months. Eligible applicants include domestic entities, with a preference for U.S.-based companies or those operating under the U.S. flag. The program is open to various commercially useful vessel designs, though it specifically excludes small watercraft, recreational vessels, fisheries vessels, and passenger catamarans used for whale-watching. Ideal design teams should adopt a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. Proposals are limited to 20 pages and must include a detailed design integration plan, modeling methodologies, a justifiable budget, and a comprehensive return on investment analysis. Final deliverables consist of a preliminary vessel design and a report on lessons learned, while sensitive proprietary design data will remain confidential.

This effort is for Research and Development Support for Game-Based and Mobile Training under the Broad Agency Announcement (N61340-16-R-0008). In according with (IAW) FAR 6.102(d)(2)(i), a BAA is considered a full and open competition. A cost reimbursement research and development contract with an educational institution that provides no fee was awarded because there were uncertainties involved in contract performance that did not permit costs to be estimated with a sufficient accuracy to use any type of fixed-price contract. Since the type of research effort is not fully defined, and due to the absence of precise specifications and difficulties in estimating costs with accuracy (resulting in a lack of confidence in cost estimates), it is impractical to secure effort of the kind and quality desired without the use of the proposed type of contract. This contract will be a completion form cost contract as described in FAR 16.302. Based on the foregoing, this contract was awarded under cost type and competitive basis.
