Residential Generators Preventive Maintenance Service Contract

The U.S. Embassy Suva, under the Department of State, is soliciting bids for a Firm Fixed Price contract to provide preventive maintenance services for low-voltage diesel standby generator systems located at the embassy in Suva, Fiji. The contract has a one-year base period with two one-year option periods, and total performance may not exceed three years and six months, governed by FAR clauses 52.217-8 and 52.217-9. The contractor must perform all maintenance in strict accordance with OEM technical manuals from Cummins, Caterpillar, and MTU, using only OEM-specification parts, fluids, and consumables, and must hold valid OEM-authorized certification for the generator models in use. The scope includes labor, routine expendables such as coolant, batteries, hoses, and belts, as well as proper hazardous waste disposal with documented proof, submission of oil and coolant lab reports, and full compliance with lockout/tagout procedures, personal protective equipment requirements, and applicable U.S. and Fijian environmental regulations. All work will be monitored and accepted by the Contracting Officer’s Representative, with performance measured by zero monthly customer complaints and full adherence to the Quality Assurance and Surveillance Plan. The solicitation follows a Lowest Price Technically Acceptable (LPTA) evaluation process, where price is the sole determinant among offers that meet minimum technical and responsibility requirements. Offerors must be responsible under FAR 9.1, demonstrating financial stability, technical capability, equipment, facilities, and legal eligibility to contract with the U.S. Government. Contractors must be registered in SAM.gov with an active Unique Entity Identifier and CAGE code, and must comply with numerous FAR clauses covering whistleblower rights, cybersecurity prohibitions on certain telecommunications and surveillance equipment, Buy American requirements with multiple alternates, labor standards including minimum wage and paid sick leave under Executive Orders, service contract labor standards, and reporting obligations for executive compensation and subcontract awards.
