Solicitation # W911S227U0078
Solicitation W911S227U0078 is a Request for Quotation issued by the Department of Defense for the Meteorology Branch at White Sands Missile Range to procure a large-aperture dual-disk scintillometer system and associated accessories for atmospheric optical-path measurements. The primary requirement is for a SCINTEC BLS900 Neo system, though equal products will be considered if they meet the salient physical and performance characteristics and are supported by descriptive literature. The procurement includes one scintillometer system, one path-reduction aperture to enable measurement paths as short as 100 meters, two 110-120 VAC power supplies, two standard tripods at 1.80 meters, and two high tripods at 3.00 meters. All equipment must be new and unused, provided with protective cases, and delivered F.O.B. destination to White Sands Missile Range, New Mexico, preferably within 30 days. This acquisition is a Total Small Business Set-Aside under NAICS code 334519. Award will be based on the most advantageous offer considering price and technical factors. Offerors must submit quotes exclusively through the PIEE Solicitation module and include a completed Attachment 1 regarding certifications and country of origin to avoid being rejected as nonresponsive. The contract incorporates several regulatory requirements, including the Buy American Balance of Payments Program, Item Unique Identification and Valuation, and cybersecurity safeguarding standards. Technical evaluations will verify the operational compatibility and completeness of the system, ensuring all cables, software, and documentation are provided for full functional operation.

The National Renewable Energy Laboratory (NREL) has been at the forefront of durability research for advanced building envelope technologies since the 1990s. The need for an upgraded Differential Climate Chamber, is to address need for researching durability and resiliency of newer building envelope technologies. It also arises from the limitations of existing equipment, which is often overutilized, leading to delays in research progress. Current facilities cannot adequately support the expanding scope of work, especially as NREL engages in new standards for durability assessment of technologies like vacuum insulating glass (VIG) and other emerging building materials and systems. This chamber will replace aging equipment that no longer meets the rigorous demands of current and future research. Acquiring a new Differential Climate Chamber is to enhance NREL's capability to evaluate the durability and resilience of various building envelope technologies under a controlled environment. By implementing this advanced chamber, NREL aims to conduct comprehensive research that addresses current gaps in durability assessment protocols, specifically for innovative materials developed under DOE programs. The upgrade will provide essential data for benchmarking newer technologies, leading to improved standards and performance metrics for the industry. It will also help to research and evaluate resiliency of these material. Amendment 1: Add safety requirement. Posted 12/13/24. Amendment 2: Extend Question deadline to 1/2/25.
