Delivery is required within 224 days of contract award, with FOB Origin terms applying, and inspection and acceptance must occur at the destination. The item must meet all technical and quality requirements outlined in the DLA Master List of Technical and Quality Requirements referenced by R and I numbers, including compliance with MIL-STD-1916 or equivalent zero-based sampling methods, where unspecified attributes are treated as major and acceptance criteria require zero non-conformances unless otherwise stated. Packaging must adhere to MIL-STD-2073-1E with specified QUP, preservation method, container types, and pack code, while palletization follows DLA’s RP001 standards. Marking is governed by MIL-STD-129 with the special code ZZ indicating additional requirements, and each unit pack must be labeled per IPC/JEDEC J-STD-609 to indicate lead content, with placement strictly following paragraph 6.2 of the standard. Hazardous materials must be labeled per OSHA’s Hazard Communication Standard and require pre-award submission of safety data sheets and warning labels, with ongoing updates required for composition or regulatory changes. The contract includes numerous DOD-specific clauses covering cybersecurity, trafficking in persons, employment eligibility, sustainable products, and safeguarding of information systems, many with deviations authorized under specific identification numbers. The acquisition is a Unilateral Simplified Indefinite-Delivery Contract with a maximum ceiling of $350,000, but no guaranteed minimum or unit pricing is established, and the quantity is explicitly non-binding. Offerors must provide their UEI and CAGE code, represent small business status if applicable, and submit proposals electronically via DIBBS by August 6, 2026. Invoicing and payment processing must occur through Wide Area WorkFlow, and all deliveries require strict compliance with packaging, marking, and documentation protocols to ensure receipt and acceptance at the destination point.
