Individual unit packs must be labeled per IPC/JEDEC J-STD-609 to clearly identify lead content, with placement strictly governed by the standard. The resistors must be free of intentionally added mercury or mercury compounds, except for functional uses in batteries, instruments, sensors, or chemical reagents as specified by NAVSEA, and any mercury-containing portable devices must have a secondary containment barrier in accordance with NAVSEA 5100-003D. The contract includes mandated FAR and DFARS clauses covering equal opportunity, trafficking in persons, employment eligibility, sustainable products, hazardous material reporting, authorized use of government work, and payment acceleration for small business subcontractors. Compliance with NIST SP 800-171 cybersecurity requirements is enforced under a deviation, and subcontracting for commercial products must follow a specific deviation. Inspection and acceptance occur at the destination, and invoicing must be submitted exclusively through WAWF. Offerors must hold a valid UEI and CAGE code, disclose size status and any socioeconomic certifications, and report if they are providing covered defense telecommunications equipment. The contract type remains undetermined at solicitation and will be inserted by the contracting officer at award, with no specified price or total value provided in the documentation.
