The contract calls for the procurement of a single Digital Respirometer, Model 295, with a complete sensor controller adapter capable of measuring air or gas volume flow up to 200 liters, featuring an LCD display and a detachable flow sensing unit containing only one moving part for easy cleaning and sterilization via washing, gas, or cold methods. The device operates with a resolution of 0.02 liters, supports flow rates between 5 and 150 liters per minute, maintains an accuracy of 5% across its range and 2% at the calibration point, and exhibits a flow resistance of 2 cm of water at 100 lpm. The unit is delivered ready for use with a 9V battery and a 22mm female-to-female adapter. As a Class II medical device regulated by the FDA under 21 CFR 868.1850, a 510(k) clearance is required. The item is identified by NSN 6515-01-696-5384 and must be delivered to Keesler AFB, Mississippi, within 20 days after order placement, with delivery FOB destination. Packaging must adhere to commercial standards, including sealed unit containers and suitable shipping containers for safe transport, all marked in accordance with Medical Marking Standard No. 1, which supersedes MIL-STD-129. Compliance with DLA Packaging Requirements RP001 and specific packing codes per MIL-STD-2073-1E is mandatory, and the supplier must clearly indicate the source and part number being provided. The solicitation, issued under SPE2DS-26-T-209M, incorporates far-reaching regulatory clauses including those governing cybersecurity, whistleblower rights, human trafficking, hazardous materials, and equipment sourcing restrictions, and requires that all contractors validate their System for Award Management (SAM) data. Inspection and acceptance occur at the destination, with receiving and invoicing required through Wide Area Workflow using a combo document type. The acquisition employs HUBZone price preference and may proceed via automated award, with no small business set-aside. Contractors must also comply with defense telecommunications prohibitions, labeling requirements for hazardous materials under 29 CFR 1910.1200, and the removal of government identification from non-accepted supplies.
