Responsible Fatherhood Initiative Direct Services Grant

The Florida Department of Children and Families, Office of Community Services, is soliciting applications from qualified community-based not-for-profit organizations to provide direct services under the Responsible Fatherhood Initiative. This statewide framework aims to improve father engagement, parenting capacity, family stability, and educational success for at-risk male youth. The initiative consists of three primary program components: Comprehensive Needs of Fathers (CNF), the Responsible Fatherhood Education Program (RFEP), and Mentorship Programs for At-Risk Male Students (MPARMS). Applicants may propose one, two, or all three components within designated judicial circuits, with an evaluation preference given to those providing an integrated delivery of all three services. The anticipated contract period runs from November 1, 2026, through June 30, 2029. While there is no budget ceiling for the CNF and RFEP components, MPARMS grants are limited to between 25,000 and 250,000 dollars per year. Administrative costs are capped at 10 percent of the total grant award. Award decisions are made by the Secretary or a designee based on a weighted scoring system that evaluates needs assessments, partnership strength, sustainability, and financial criteria, with a specific preference for rural community service. Contractors must adhere to strict compliance standards, including Level 2 background screenings for staff interacting with participants and mandatory training in trauma-informed service delivery and confidentiality. Performance is monitored through the submission of programmatic and fiscal reports, and failure to meet reporting deadlines or safety standards may result in financial penalties. The contract is governed by Florida Statutes and, where federal funds are utilized, must comply with 2 CFR and 45 CFR property and record standards.
