RESTRICTOR UNIT, FLU

The contract is for the procurement of three Restrictor Units, Fluid Flow, identified by NSN 4730015121758 and part number NV822278-2, under solicitation SPE4A5-26-T-105W, issued by the Department of Defense’s DLA Aviation, ASC Supplier Oper OEM Division. Delivery is required 163 days after award to the DLA Distribution facility in New Cumberland, Pennsylvania, with FOB Destination terms and zero variance in quantity. The unit of issue is each (EA), and payment will be processed through Wide Area WorkFlow using invoicing methods appropriate for fixed-price line items. The item is classified as a critical application item, requiring strict adherence to technical and quality requirements from the DLA Master List of Technical and Quality Requirements, including sourcing, packaging, and inspection standards. Manufacturing may involve casting or forging processes, and contractors must submit a Casting and Forging Assistance Request if they lack the necessary tooling or materials. Mercury and mercury-containing compounds are strictly prohibited in the hardware, packaging, preservation, and marking, with limited exceptions for functional uses in specific systems like batteries or instruments, and portable devices with mercury must include a secondary containment per NAVSEA 5100-003D. Packaging and preservation must comply with MIL-STD-2073-1E, using preservation method 10 CLNG/DRY:1 and packaging code U, while all marking must conform to MIL-STD-129 and prohibit any special marking. Sampling for quality assurance shall follow MIL-STD-1916 or ASQ H1331 Table 1, with critical, major, and minor attributes assigned AQLs of 0.1, 1.0, and 4.0 respectively, and zero non-conformances accepted unless otherwise specified. The contract incorporates numerous FAR and DFARS clauses related to cybersecurity, including safeguarding covered defense information, NIST SP 800-171 compliance, and cyber incident reporting, as well as requirements for whistleblower rights, equal opportunity, trafficking in persons, sustainable products, and hazard communication.
