Restroom Renovation Region 03 Regional Administration Services (RAS)

The Health and Human Services Commission of Texas is seeking competitive bids to establish contracts for restroom renovations at the Child Protective Services facility located at 2700 Ben Ave., Fort Worth, TX 76103, under solicitation number HHS0017283. The scope of work includes demolition of existing flooring in two single-use restrooms, preparation and installation of 12" x 12" ceramic tile, replacement of toilets with ADA-compliant models, removal and replacement of hand dryers and light fixtures, replacement of two mirrors and soap dispensers, refinishing of restroom doors, and painting of sheetrock ceilings with light grey semi-gloss paint. All work must adhere to industry standards, be free of material defects, and meet or exceed specified requirements. Personnel assigned to the project must be at least 18 years old, possess a minimum of five years of relevant experience, and be fully trained. Work must be performed Monday through Friday between 8 a.m. and 5 p.m. Central Time, with response to service calls required within four hours. Pricing must be submitted exclusively via Exhibit C – Pricing Sheet as firm, fixed, all-inclusive rates covering labor, materials, equipment, and all related expenses, with no reimbursement for incidental costs such as travel, per diem, or office space. The contract will commence upon award and expire on August 31, 2026, with an option for the agency to extend the term by up to one year at its sole discretion for continuity of service, transition to a new contractor, or to facilitate a new procurement. Bidders must be registered with the Texas Comptroller’s Office to obtain an 11-digit Texas Identification Number, hold a valid Federal Employer Identification Number, SAM.gov Unique Entity Identifier, Texas Franchise Tax Number, and Texas Secretary of State Filing Number. Contractors must maintain workers’ compensation insurance as required by Texas law with a waiver of subrogation in favor of HHSC, employer’s liability coverage of $1 million per accident and per employee, and umbrella liability of at least $1 million. Compliance with E-Verify, federal anti-discrimination laws including Title VI of the Civil Rights Act and Title IX, and the Texas Human Trafficking Prohibition Act is mandatory. All work product and intellectual property developed under the contract are owned exclusively by the State.
