1.0 Introduction The Strategic Communications Directorate (SCD) of the Canadian Nuclear Safety Commission (CNSC) as part of its continuous improvement strategy needs to provide facilitated training (Advanced Exploration of the Results Map® Methodology Workshop) to select staff to increase their awareness of the Results Map® tools, and their ability to drive change, within the department and organization, and to question current practices and propose new approaches. The purpose of this advance contract award notice (ACAN) is to signal the CNSC’s intention to award a contract for these services to: Ingenium Communications Inc. 421 Richmond Road, Box 67007 Ottawa, Ontario Canada K2A 4E4 Before awarding a contract, however, the CNSC would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this ACAN, by submitting a statement of capabilities within the posting period for this ACAN, which is 15 calendar days. If, during the posting period, other potential suppliers submit a statement of capabilities that meets the requirements set out in this ACAN, the CNSC may proceed to a full tendering process via the Government Electronic Tendering Service or by inviting bids directly from suppliers. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the above-noted supplier. 2.0 Background The Strategic Communications Directorate (SCD) is the trusted strategic partner and a center for expertise in communications at the CNSC. SCD offers communication advice and innovative tools that are timely, digital first and accessible, to support CNSC leadership in driving organizational priorities. The SCD team ensures that the public is informed, engaged and confident in the CNSC’s regulatory role and the Commission’s activities. SCD helps increase public and stakeholder trust, as well as enhance the CNSC’s global profile, influence, and reputation. The Communication Advisors of SCD provide strategic communication advice, create communication plans, ensures that products are in line and consistent with the CNSC brand, leads communications planning and execution for major corporate events and initiatives, supports the development of communication products, engages with the media and coordinates timely responses to inquiries, coordinates timely and accurate responses to public inquiries, supports Commission Proceedings, and finally, reviews licensees’ public information and disclosure programs and promotes information about nuclear events. The Results Map® Methodology Workshop is highly interactive and designed by Ingenium’s Caroline Kealey (Founder of Ingenium and Results Map® trademark). The 2-day workshop is an in-depth overview of the Results Map methodology system. It is designed as a learning by doing experiences, which includes case study work specific to SCD and to the CNSC’s active files. The workshop introduces proven techniques and tools for delivering high value, high impact results-based communications functions. The sessions are anchored in building strong consultative skills, responsiveness/agility, and integrated communications management. To support the session and key learnings, participants of the workshop will receive 12-month access to the trademarked Results Map system, which is made up of 10 guides and handbooks, over 100 tools, worksheets and samples and on-demand training videos/webinars. The system’s knowledge products and resources span the full spectrum of strategic communications including consultive skills, planning, change communications and issues management. 3.0 Objectives As most of the Strategic Communications Directorate employees have received the Results Map® Methodology training and have access to the tool, it is crucial that the remainder of the team is trained and has access to the system as well to create consistency throughout the directorate. The objective is to offer the 2-day Leveling Up: Advanced Exploration of the Results Map® Methodology Workshop to the remaining employees of SCD (approximately 15 participants), as well as providing them access for 12-months to the Results Map® system. 4.0 Scope of Work The Contractor shall, in consultation with SCD management, design a 2 full-day learning training for the remainder employees (approximately 15 participants). The Contractor shall deliver training courses to the participants and provide them with 12-month access to the Results Map® system. 5.0 Tasks to be Performed The Contractor must: 1. Attend a kick-off meeting with SCD Management team and planner. 2. Design the 2-day training sessions. 3. Program delivery over 2 full day sessions 4. Provide 12-month access to the Results Map® system for the workshop participants 5. Provide all services and materials in English. 6.0 Deliverables 6.1 Kick-off Meeting Purpose: To discuss and clarify the proposed approach, course concept, case studies and schedule to ensure achievement of the contract objectives. Location: Virtually 6.2 Design of 2 full day sessions Purpose: Facilitator to design 2 full days of training workshop specific to SCD, including case studies from CNSC’s active files Location: Via email 6.3 Deliver 2 full days of training Purpose; Facilitator delivers 2 full days of the Levelling Up: Advanced Exploration of the Results Map® Methodology Workshop Location: In person (CNSC Headquarters) 6.4 12-month access to the Results Map System Purpose: Contractor to provide access of the Results Map® System for a duration of 12-months, following completion of the Workshop Location: Via electronic portal 7.0 Contract Value The estimated value of the contract is $20,000.00 CAD (which includes the Results Map workshop, as well as a 12 month subscription to the workshop participants). Applicable taxes are extra. 8.0 Minimum Mandatory Requirements Any interested supplier must demonstrate by way of a statement of capabilities that their software meets the following requirements: 8.1 Tools: • Portal with templates (Communications templates; Top 10 Questions for Communicators resources, samples of corporate strategic comms plans, engagement plans, assessment tools, best practices documents) and communications planning and evaluation tools • Access to strategic communications planning and evaluation samples and case scenarios (samples of Case Studies and articles related to Communications) • Access to consultation or advice as required. • Access to strategic communications on-demand training and webinars • Access to strategic communications resources • Access to practical tools to leading and communicating through major organizational change. • Access to tools and resources tailored for communications leaders and executives. 8.2 Training: • Communications executive training shifting from transactional to strategic communications. • Communications training for an entire team to set the foundation of moving from transactional to strategic communications. • After training the team, including the executive teams must have access to the portal which must include all Tools listed in 8.1 above. 9.0 Justification for the Pre-selected Supplier Ingenium uses the Results Map Methodology which was developed by Caroline Kealey (founder and owner of Ingenium and the Results Map Trademark). Half of the Strategic Communications Directorate team has been trained on this methodology and uses this knowledge, standard and templates in their day-to-day work. It is therefore crucial for the other employees of SCD to be trained on the same Methodology in order to ensure there is consistency in the way the whole team works. There is high risk impact if the rest of SCD staff are not trained on the same training, as this would impact Comms operations, productivity and consistency throughout SCD’s messaging. Staff who have taken the workshop also have access to the Results Map® system, providing them with the tools and templates they need to perform their work. It is therefore important for the others to go through the training in order to then have access to said system. Based on the initial Results Map workshop and associated tools from 2018, SCD established strategic communications plans, processes, templates and tools as the basis of how we operate and how we provide support to the CNSC. The Results Map methodology trademark is the only supplier who provides the same type of training, resources and tools. As SCD hires new people, new staff must learn this methodology to be able to align and work with SCD’s plans, processes, templates and tools. The Results Map vendor’s expertise is strategic communication and therefore aligns exactly with the needs and nature of SCD. The comprehensiveness of the strategic communications framework as well as the associated workshops, resources and tools offered (which no other vendor offered in its entirety) is the reason we have used and should us Results Map again. 10.0 Intellectual Property Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. 11.0 Statement of Capabilities Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contracting authority identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
