AI Contract Overview

This award notice concerns the resurfacing and epoxy coating of shops for the Department of Homeland Security, managed by Base MIAMI. The project, located in Aquadilla, Puerto Rico, specifies that the entire surface area will be finished in a final violet or purple color. Despite recommendations regarding moisture vapor transmission, the agency has determined that moisture vapor transmission tests and vapor barriers are not required for this scope of work. The technical requirements include the treatment of approximately 150 linear feet of joints and 100 linear feet of cracking, both of which are to be priced per linear foot. The contractor is responsible for cleaning all sealant and compound from expansion and control joints before applying the epoxy or paint. Following the drying process, a rapid-cure elastomeric sealant must be applied according to the manufacturer's directions to ensure proper adhesion to the coating.

RFI: 1)The violet or purple color will be the final color for the whole surface? 2) I don't see Moisture Vapor transmission test.Vapor moisture is the principal factor for coating failure. A MVT membrane is highly recommended, but it also affects the price. For a long durable coating and warranty MVT should not be ignored. RFI Response: 1) The violet/purple color will be the final color for the whole/entire surface. 2) A moisture vapor transmission test and vapor barrier are not required. 3) Estimate approximately 150 linear feet of joints (unit price per linear foot) 4) Estimate approximately 100 linear feet of cracking (unit price per linear foot) 5) The expansion/control joints shall be cleaned of all sealant/compound, then the epoxy/paint will be laid. Once the paint/epoxy is laid and dried, the KTR will apply a rapid-cure, elastomeric sealant as per the manufacturer's directions to adhere to the paint/epoxy coating.
